PROCEEDINGS OF THE GOVERNMENT OF KARNATAKA

Subject: Final approval to the Draft Structure Plan prepared for the jurisdiction of the Bangalore Metropolitan Region Development Authority.

Preamble:

Government had, vide the Order dated 2-6-2004 cited at (1) above, accorded provisional approval to the Draft Structure Plan prepared by the Bangalore Metropolitan Region Development Authority in its 10 th Meeting held on 29-7-1999 for the balanced planned development of the Bangalore Metropolitan Region, with the following modifications:

(a) Uses that could be permitted in the Interstitial Zones falling under the Structure Plan prepared for the jurisdiction of the Bangalore Metropolitan Region Development Authority:-

Agriculture, horticulture, poultry farming, cold storages for milk, horticultural plantations, nurseries, farm houses and related buildings (Plinth Area not exceeding 200 square meters) with plot size not less than 1.20 hectares, brick kilns, mining, excavation of top soil and querying of stones (subject to a maximum depth of 3 feet), facilities related to highways such as petrol bunks, weighbridges and check posts.

(b) Uses that could be permitted in the Interstitial Zones falling under the Structure Plan prepared for the jurisdiction of the Bangalore Metropolitan Region Development Authority under special circumstances:-

Places of worship, prayer halls, schools, hospitals, parks and open spaces, collection and sale of horticultural produce (limited to the places of cultivation/ production), repair and service of machinery relating to agricultural production, residential developments limited to 200 meters from the gram thana (as defined on the date of approval of the Structure Plan) for the natural growth of the gram thana and such buildings in the limit of 200 meters from the existing gram thana  should be limited to ground floor and first floor.

The Bangalore Metropolitan Region Development Authority was informed to invite suggestions and objections, if any, from the general public giving 30 days time before incorporating the above changes in the Structure Plan to submit the final Draft Structure Plan to the Government for approval.

Metropolitan Commissioner, Bangalore Metropolitan Region Development Authority has in his letters dated 4-1-2004 and dated 30-12-2004 cited (2) above, informed that suggestions and objections were invited from the general public/ institutions by publishing in the Gazette of Karnataka and no objections were received in this respect during the prescribed period and, therefore, the intended modifications may be incorporated in the zoning regulations and has requested the Government for according final approval to the Structure Plan points to be incorporated in the Draft Structure Plan.

In the Meeting held on 2-3-2005 under the chairmanship of Principal Secretary to Government, Urban Development Department to finalize the Draft Structure Plan prepared for the Bangalore Metropolitan Region Development Authority, it was decided, in the context of the recent IT and BT perspective and the High Tech City Plan mooted by the Bangalore Development Authority and the consequent large scale development prospect of Sarjapur taluk area, that this area should be brought from IZ-6 zone to APZ-5 zone and that the area of Hosakote taluk should continue to be in IZ-6 zone.

In the absence of any suggestions/ objections received from the general public/ institutions to the Draft Structure Plan during the prescribed period, Government now orders as follows.

In the background of the reasons explained in the Preamble, Government hereby approves the Structure Plan prepared for a planned development of the Bangalore Metropolitan Region, after incorporating the following conditions.

(a) Uses that could be permitted in the Interstitial Zones falling under the Structure Plan prepared for the jurisdiction of the Bangalore Metropolitan Region Development Authority:-

Agriculture, horticulture, poultry, cold storages for milk, plantations, nurseries, farm houses and related buildings (Plinth Area not exceeding 200 square meters) with plot size not less than 1.20 hectares, brick kilns, mining, excavation of top soil and querying of stones (subject to a maximum depth of 3 feet), facilities related to highways such as petrol bunks, weighbridges and check posts.

(b) Uses that could be permitted in the Interstitial Zones falling under the Structure Plan prepared for the jurisdiction of the Bangalore Metropolitan Region Development Authority under special circumstances:-

Places of worship, temples of prayers, schools, hospitals, parks and open spaces, collection and sale of horticultural produce (limited to the places of cultivation/ production), repair and service of machinery relating to agricultural production, natural growth of residential areas limited to 200 meters from the gram thana (from the date of approval of the Structure Plan), such buildings in the limit of 200 meters from the existing gram thana should be limited to ground floor and first floor.

For a planned development of the city and for administrative reasons, the area of IZ-6 that falls under the Sarjapur Hobli should be included in APZ-5, while the part of IZ-6 that falls under the Hosakote taluk should continue to remain in the same zone (IZ-6).

All the Local Planning Authorities coming in the jurisdiction of the Bangalore Metropolitan Region Development Authority should take action to prepare the Outline Development Plans/ Comprehensive Development Plans for their respective planning areas based upon this finally approved Structure Plan with the help of the Bangalore Metropolitan Region Development Authority.
